("ACT4") hereby certifies that it has <br />owned the cable television system serving the communities of the City of Colton and portions <br />of unincorporated San Bernardino County for a period exceeding three years prior to the date <br />of this Certification. Accordingly, ACT4's proposed sale of the system serving the <br />communities of the City of Colton and portions of unincorporated San Bernardino County <br />to TCI Cablevision of California, Inc. will not violate the Federal Communications <br />Commission's three-year holding rule, 47 C.F.R.
