1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />Resolution No. R- 44-93 <br />A Resolution of the City Council of the City of Colton <br />Committing to Develop the Local Portion of the Trans- <br />portation Control Measure Subregional Implementation <br />Program in accordance with the requirements of the 1991 <br />South Coast Air Quality Management Plan and the 1992 <br />Federal Attainment Plan for Carbon Monoxide <br />WHEREAS, both the 1991 Air Quality Management Plan (AQMP) and <br />the 1992 Federal Attainment Plan for Carbon Monoxide (CO Plan) include <br />transportation control measures (TCM's) for implementation by local governments; <br />and <br />WHEREAS, the California Air Resources Board gave conditional <br />approval to the local government TCM's in the 1991 AQMP pending submission of <br />implementation commitments, additional documentation, and secured funding by <br />the South Coast Air Quality Management District (SCAQMD) and the Southern <br />California Association of Governments (SCAG) no later than July 1, 1993; and <br />WHEREAS, San Bernardino Associated Governments (SANBAG) ig <br />required to provide documentation on local implementation of TCM's by July 16, <br />1993, to support SCAG's conformity finding for approximately $2 billion in <br />currently unprogrammed local and regional transportation projects; and <br />WHEREAS, the Governing Board of the SCAQMD will implement a <br />backstop rule (Proposed Rule 1504) by January 1994 to ensure that local TCM <br />emissions reductions will be achieved; and <br />
