PARTICIPATE IN THE SANBAG TCM TECHNICAL AND POLICY <br />ADVISORY COMMITTEES to assist in developing the TCM subregional <br />implementation program including, but not limited to, development of <br />regional implementation actions, refinement of the content and <br />structure of the local government measures in the TCM subregional <br />implementation program, providing input to the regional agencies, and <br />designation of local TCM performance targets; <br />2. DEVELOP AN INVENTORY OF ACTIONS which have been taken since <br />1987 including adoption and implementation dates which would <br />achieve quantifiable and enforceable trip reductions after 1990 and no <br />later than December 31, 1994; <br />3. EVALUATE THE POTENTIAL EFFECTIVENESS of all local government <br />actions contained in the SCAQMD Handbook for Local Government <br />Implementation of Trip Reduction Ordinances including transportation <br />demand management and land use measures to be used to designate <br />local trip reduction targets; <br />4. IDENTIFY FUNDING AND RESOURCE CONSTRAINTS that need to be <br />overcome to implement local government actions by December 31, <br />1993, as well as the public acceptability of local actions; <br />5. Assist the SANBAG TCM Advisory Committees to DEVELOP <br />STRATEGIES TO OVERCOME FUNDING AND RESOURCE <br />CONSTRAINTS as well as to obtain public acceptance of actions; <br />6. QUANTIFY THE ESTIMATED TRIP REDUCTIONS to be achieved by <br />the end of 1994 for actions which have, or will be, taken as part of <br />the local implementation program; <br />
