R-46-93 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON PROCLAIMING SUPPLEMENTAL POLICIES TO <br />ORDINANCE NO. 0-10-93 TO ABATE AND PREVENT THE <br />PROLIFERATION OF GRAFFITI <br />WHEREAS, the incidence of graffiti within the City has increased dramatically within <br />the past year; and <br />WHEREAS, the City Council of the City of Colton (this "City Council") finds that <br />the incidence of graffiti is detrimental to the public health, safety and general welfare by <br />creating blight, devaluing property and detracting from the sense of community enjoyed by <br />residents of Colton; and <br />WHEREAS, this City Council further finds and determines that abatement of such <br />conditions will enhance the appearance, benefit and enjoyment of properties in the City, and <br />appreciate the values and appearance of neighboring properties; and <br />WHEREAS, this City Council finds that a comprehensive graffiti prevention program <br />is essential to maintain the health, safety and welfare of the citizens of Colton; and <br />WHEREAS, the State Legislature and the courts have specifically authorized cities <br />to adopt various measures aimed at preventing the proliferation of graffiti; and <br />WHEREAS, this City Council on May 18, 1993 adopted Ordinance No. 0-10-93 to <br />enact measures to abate and prevent the proliferation of graffiti; and <br />WHEREAS, City is restricted by State law as to the action it may take to address this <br />pressing social issue; and <br />-1- <br />
