1 <br />2 <br />3 <br />4 <br />5 <br />6' <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />GPS168308 <br />WHEREAS, this City Council desires to encourage the State Legislature either <br />directly or through enabling legislation authorizing cities to act, to broaden enforcement <br />opportunities against graffiti offenders and increase penalties against the same. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF COLTON AS FOLLOWS: <br />Section 1. The City of Colton encourages and exhorts the State Legislature of the <br />State of California to adopt legislation that would do the following: <br />1. Encourage cities to work cooperatively to address the problem of <br />graffiti on a regional basis. <br />2. Grant cities broad authority to impose a wide variety of penalties on <br />persons found guilty of graffiti crimes, including without limitation: <br />(a) the authority to impose a penalty that will require offenders or <br />their parents to pay for law enforcement costs. <br />(b) the authority to impose up to one year probation including <br />physical restriction of offenders to their dwellings during the <br />hours of dusk to dawn unless accompanied by an adult. <br />Section 2. One complete copy of this resolution shall be certified to be a true, <br />correct, and complete copy by the City Clerk of Colton and shall be kept on file in the <br />Office of the City Clerk. The City Clerk is further directed to forward a certified copy of <br />this Resolution to the Speaker of the California State Assembly and to the President of the <br />California State Senate for appropriate action. <br />-2- <br />
