The Ordinance requires that any electric fence must comply with current <br />California Building Code standards, including international electric standards. In addition, <br />the proposed Ordinance will provide industrial businesses located in certain industrial <br />locations of the City to have the option of providing additional security options to secure <br />their facilities that will help in retaining and accommodating industrial development that <br />is compatible with City objectives. <br />Land Use Element. Permitting electric fences within the R (Retail), RMU (Retail Mixed Use), <br />and BP (Business Park) land use designations of the HUB City Centre Specific Plan policies of <br />the City of Colton Land Use Element, specifically: <br />o Policy LU-1.1: Ensure that all new development conforms to all applicable <br />provisions of the General Plan and Zoning Code; and <br />o Policy LU-1.2: Evaluate existing Specific Plans to ensure continued <br />appropriateness in relation to the goals and policies of the General Plan and the City's <br />long-term vision, and to reflect planned land use. After evaluation, maintain, amend, or <br />repeal Specific Plans, as appropriate. <br />SECTION 3. The City of Colton finds that the proposed Zone Text Amendment to <br />permit electric fences on I-P zoned properties and within the R (Retail), RMU (Retail Mixed Use), <br />and BP (Business Park) land use designations of the HUB City Center Specific Plan, under specified <br />conditions and entitlement processes, is reasonably related to the public welfare of the citizens of <br />the City and surrounding region; more specifically, the Ordinance includes appropriate <br />restrictions to ensure that the permitted electric fences meet all safety standards including <br />Building and Safety Codes and international electric standards. <br />SECTION 4. Section 18.38.070 of Chapter 18.38 of Title 18 of the Colton Municipal <br />Code, pertaining to Electric Fences, is hereby amended to read as follows: <br />"18.38.070 - Electric and Barbed Wire Fences. <br />23152.06020\32617662.1 <br />-3- <br />
