The City Council hereby adopts the recitals and findings set forth above and <br />in the agenda report prepared in connection with this Ordinance. <br />SECTION 2. General Plan Consistency. Based on the entire record before the City Council <br />and all written and oral evidence presented, including the staff report and the findings made in this <br />Ordinance, the City Council hereby finds and determines that the proposed Ordinance is consistent <br />with the goals and policies of the City of Colton General Plan and is reasonably related to the public <br />welfare of the citizens of the City and surrounding regions. Specifically, the provisions of this <br />Ordinance make clear that new electric fences shall only be permitted in the I-P (Industrial Park) <br />Zone and within the R (Retail), RMU (Retail Mixed Use), and BP (Business Park) land use designations <br />of the HUB City Centre Specific Plan, and are required to be installed to meet all building and <br />safety requirements and prescribed entitlement processes: <br />Land Use Element. Permitting electric fences within I-P (Industrial Park) zone is consistent with <br />the Industrial District policies of the City of Colton Land Use Element, specifically: <br />o Policy LU-11.3: "Increase and diversify local employment opportunities, and <br />retain and accommodate industrial development that is compatible with City <br />objectives for safety, environmental and visual quality, and employment and revenue <br />23152.06020\32617662.1 - ? - <br />
