business days to issue a written determination following such <br />meeting. <br />The determination of the City Manager shall be final and <br />binding, and shall not be subject to further appeal including, but <br />not limited to, appeal to the Civil Service Board or under any <br />grievance procedure or any other dispute resolution process in the <br />City of Colton. <br />Section 5: Union Leave <br />Two employees designated by the Union shall be given up to 40 <br />hours each per year, at different times, or one employee 80 hours <br />per year, for unpaid leaves to attend to Union business. Employees <br />requesting such leave shall give the Department Manager at least <br />two weeks advance notice. In deciding whether to grant such leave, <br />the Department Manager may take into account staffing and other <br />legitimate City interests, provided that leaves will not be denied <br />unreasonably. <br />ARTICLE II: COMPENSATION <br />Section 1: Salar <br />Effective January 1, 1993, all employees shall receive a base <br />salary as set forth in the Pay and Classification Plan for the City <br />of Colton. <br />Applicants hired by the City as journey level workers who <br />demonstrate they have satisfactorily completed a recognized <br />apprenticeship program for the position for which they are to be <br />hired shall start at Step D of the salary range, and upon six <br />months satisfactory performance, shall advance to Step E. <br />Employees hired as Power Line Technician Apprentices under the <br />program adopted by the City Council in 1975 shall be hired at Step <br />A. They shall be eligible to advance to Steps, B, C D and E <br />following 6 months of satisfactory service at the preceding step <br />upon the recommendation of the department head and the approval of <br />the City Manager. In like manner, such apprentice may be appointed <br />as a Power Line Technician following 6 months at Step E of <br />Apprentice. Such appointment shall be at Step D, and, upon six <br />months satisfactory performance, shall advance to Step E. <br />Section 2: Retirement <br />The City will pay the employees' contribution of 71 to the <br />Public Employees, Retirement System (P.E.R.S.) and provide <br />retirement benefits as currently specified under the City's <br />contract with P.E.R.S.
