time and place of the special meeting and the business to be <br />transacted. No other business shall be considered at such meeting <br />by the Board. Such written notice may be dispensed with as to any <br />member who, at or prior to the time the meeting convenes, files <br />with the Secretary of the Board a written waiver of notice. Such <br />waiver may be given by telegram. Such written notice may also be <br />dispensed with as to any member who is actually present at the <br />meeting at the time it convenes. <br />SECTION V. ORDER OF BUSINESS <br />At each meeting of the Youth Board, Minutes will be taken by <br />the Recording Secretary to the Board and an official agenda will <br />also be followed. An agenda for each meeting will be mailed to <br />every member of the Youth Board (or sent by other means) shortly <br />prior to the meeting, and will outline business to be discussed. <br />Furthermore, regular meetings of the Youth Board will follow <br />standard Parliamentary Procedures as exemplified in the "Robert's <br />Rules of Order -Revised". <br />SECTION VI. COMMITTEES <br />A. Formation <br />The formation of committees may be recommended at any time <br />and by any Board member. The formation must then be <br />approved by a majority vote. Once approved, the Chairman <br />will select committee members from those Board members who <br />volunteer. <br />B. Meetings <br />The frequency and time of meetings shall be determined by <br />the committee members. However, each committee is <br />required to present a time line of its activities to the <br />Youth Board as soon after its creation as possible. <br />C. Purpose <br />A committee's purpose shall be to formulate ideas, solve <br />problems and make suggestions to the Youth Board. All <br />committee proposals are subject to Board approval. <br />SECTION VII. AMENDMENTS <br />A. Amendments to these bylaws may be recommended at any time <br />by any Board member. <br />B. If a majority of the Youth Board approves, a committee <br />shall be formed to study the proposed amendment. <br />C. If the committee finds the amendment worthy of Board <br />consideration, the amendment will then be presented for <br />Board deliberation. <br />D. Passage of any amendments requires a two-thirds (2/3) <br />majority vote of the Board and is subject to final <br />approval by the City Council. <br />
