D. Election of Officers The Board shall elect, by a majority vote, one of its members as Chairman, another as Vice Chairman and another as Secretary who shall hold office for his term of the Board and/or until a successor is elected. Election of officers shall be held by the second meeting of each newly appointed Youth Board. E. Duties of Chairman The Chairman shall preside over all official meeting of the Board. He shall hold the power to appoint all committees with the approval of the majority of the Board. The Chairman shall also hold the power to call an official emergency meeting if an emergency arises. He shall maintain communications with the liaisons. F. Duties of the Vice Chairman The Vice Chairman shall preside in the absence of the Chairman and shall carry on all accompanying duties of the Chairman in his absence. If the existing Chairman resigns or is removed from the Board, the Vice Chairman shall take his place with the majority vote of the Board. The Vice Chairman shall also hold the responsibility of maintaining communications with other Youth Boards in the county. G. Duties of the Secretary The Secretary shall work in accordance with the Secretary appointed by the City Council and shall be responsible for maintaining the records of all official actions taken by the Board. The Secretary shall be in charge of correspondence and preside over meetings in the absence of the Chairman and Vice Chairman. SECTION IV. MEETINGS All meetings of the Board shall be open and public, except for such matters as may lawfully be considered in executive session. Regular meetings shall be held monthly on the third Monday of each month at the hour of 7:00 o'clock p.m. in public meeting rooms. A regular meeting may be adjournment and when so adjourned, shall be a regular meeting for all purposes.
