R-122-95 <br />RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON SUPPORTING PRINCIPLES <br />FOR FINANCE REFORM AS DEVELOPED BY SCAG <br />FOR THE REGIONAL COMPREHENSIVE PLAN <br />GUIDE <br />WHEREAS, in order to secure the long term health of local and county <br />governments, to increase the creditability of all levels of government to the <br />citizens of California, and to support the future economic health of our region <br />and State, the Southern California Association of Governments adopts these <br />preliminary principles which we believe are essential to guide the development <br />reform envisioned by the Constitution Revision Commission. <br />WHEREAS, we join SCAG in support of the Constitution Revision <br />Commission's recommendation for elimination of State mandates on local or <br />county governments, and recommend that the following principles related to <br />mandates be adopted. <br />1. All State mandates should be totally funded by State government. If the <br />IState mandates, the State pays. <br />2. A "mandate" is a State established service delivery requirement which <br />his placed on local or county government, or a State performance standard which <br />applies exclusively to local or county government. Health and safety standards <br />(established by state authority which apply equally to private and public bodies, <br />e.g. labor laws, would not be considered a local government mandate. <br />
