All mandated State services should be considered State services. They <br />would be performed by State government unless a local or county government <br />agreed by contract to provide the service. This would apply to those mandates <br />for county services which were effective prior to 1975. <br />WHEREAS, we believe full reform local/state finance system is required. <br />1. The tax system needs to be restructured to reflect the shift in the <br />structure of the economy. <br />2.
