All mandated State services should be considered State services. They <br />would be performed by State government unless a local or county government <br />agreed by contract to provide the service. This would apply to those mandates <br />for county services which were effective prior to 1975. <br />WHEREAS, we believe full reform local/state finance system is required. <br />1. The tax system needs to be restructured to reflect the shift in the <br />structure of the economy. <br />2. The tax system needs to be restructured to provide incentives for local <br />government to create jobs and wealth, rather than sales tax. <br />3. The tax system needs to be restructured to ensure that the public can <br />understand where their money is going and who is accountable for it's collection <br />and expenditure. <br />4. Local governments should have independent sources of revenue not <br />subject to diversion by State legislative action. <br />WHEREAS, there should be total flexibility for different regions of the State <br />develop the most appropriate revenue and service delivery structures for their <br />own regions. <br />1. The Constitution should establish the authority for local governments <br />to establish a structure appropriate to their region. <br />2. The diversity of the State of California requires such diverse responses. <br />WHEREAS, we support the Commission's recommendation that there be <br />established the authority to create community charters which would create by <br />
