The merger of local governments within the area of the Charter <br />4. These charter entities would be exempt from prescriptive State <br />regulations or mandates on service delivery. Exemptions would include: <br />a. The right to structure affordable housing programs. <br />b. The right to develop performance standards and to monitor <br />performance. <br />5. These charter entities should have the authority to take over, at their <br />discretion, all State services provided within the service area of the Charter <br />The charter entities should: <br />a. Be granted the authority to negotiate contracts with the state to <br />state services and receive funding from the state for those purposes. <br />b. Be granted powers to development incentives for economic <br />growth, e.g., Enterprise zones. <br />c. Be allowed to structure tax credits for local and State taxes. <br />WHEREAS, the Community Charter Entities should be understood as the <br />grassroots reform of government in the State of California and the legislature <br />should consciously seek to add further incentives to support these reform <br />efforts. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br />Colton that the City does hereby support Public Finance, Chapter 15, Regional <br />Comprehensive Plan and Guide, Principles for Finance Reform as developed by <br />SCAG. <br />
