These charters should allow the voters within the charter area to <br />restructure all single purpose special districts within the service area of the <br />charter. <br />2. These charters should allow for a more flexible fiscal structure, <br />consistent with the present powers available to charter cities. This should <br />include: <br />a. The right to adopt local taxes and fees in the manner prescribed <br />the voters adopting the charter. <br />b. The right to issue debt in the manner prescribed by the voters <br />ng the charter. <br />c. The right to use all revenue sources not specifically preempted <br />the State Constitution. <br />d. The right to pool or share revenues for joint service delivery. <br />3. These charters should allow the voters within the boundaries of the <br />area of the charter entity to reorganize governmental structures and boundaries. <br />This would include: <br />another. <br />a. The transfer of areas from unincorporated to incorporated. <br />b. The de -annexation of areas from one city and the attachment to <br />c. The redefinition of the boundaries of special districts to coincide <br />with the boundaries of the charter agency. <br />
