Within the area of the City of Colton there is the Interstate 10 <br />freeway, which divides the City in two parts, north and south, the <br />Interstate 215 freeway, which borders the City of San <br />Bernardino in the north portion of the City and divides the City in <br />the southern section, and three railroads - the Southern Pacific <br />(east, west and north), the Union Pacific (north and west), and <br />the Santa Fe (east and west). Such topographical obstructions <br />are likely, in an emergency situation, to create congestion <br />resulting in delays of responding emergency personnel. <br />WHEREAS, the City Council is informed and finds that because the <br />City is subject to the above referenced climatic, geological and topographical <br />conditions; <br />The City Council does hereby expressly find and determine that the <br />amendments set forth in Ordinance Number 0-19-95, amending the Uniform <br />Building Code 1994 edition , and the California Building Code, 1995 edition, <br />are necessary to protect life and property, and that such amendments are <br />necessary to deal with the following issues: 1) Geological conditions for <br />grading; 2) Safety conditions; 3) Water distribution; 4) High wind conditions. <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council for the <br />City of Colton does hereby establish that the modifications to the 1994 <br />Uniform Building Code and the 1995 California Building Code, as outlined in <br />Ordinance Number 0-19-95, are necessary due to local climatic, geographical <br />and topographical conditions. <br />BE IT FURTHER RESOLVED that a copy of this Resolution be <br />forwarded to the State of California, Department of Housing and Community <br />Development, Division of Codes and Standards; <br />
