The area of the City of Colton is subject to extremely strong wind <br />conditions, commonly referred to as the "Santa Ana" winds, <br />which can reach and many times exceed 80 miles per hour. <br />Extensive damage often occurs during such winds, including <br />downed trees, power lines, utility poles, and utility service lines. <br />These adverse conditions cause: <br />a. fires <br />b. delays in response times of emergency apparatus <br />c. the depletion of apparatus readily avaiâ–ºable for suppresion <br />activities <br />d. structure stress <br />Also, the City of Colton is situated on alluvium sediments which, during <br />seasons of heavy rains such as the 100 year storm, provide the <br />potential for heavy flooding. This additional adverse condition can also <br />contribute to the City's development criteria with respect to compaction <br />and various geological conditions. <br />3. Within the City of Colton there are two earthquake faults, the <br />"San Jacinto" and the "Rialto -Colton" faults, with two additional <br />faults, the "San Andreas" and the "Sierra Madre" located in the <br />immediate adjacent areas. In the event of a severe earthquake, <br />these faults present the potential for catastrophic damage <br />throughout the City, including extensive damage to buildings, <br />fire, damage to private property, major infrastructure, various <br />structures, including water and sewer distribution lines, <br />roadways, bridges and railroad right-of-ways. <br />4. Within the area of the City of Colton, development has occurred <br />and continues to occur, which has resulted in the contribution <br />and need to regulate the construction as related to building <br />safety. This development is a combination of residential, <br />commercial, and industrial structures. This resulting congestion <br />contributes to the probability of delays in responding emergency <br />
