Exhibit 'A" <br />MEMORANDUM OF UNDERSTANDING <br />SBIATC/AGUA MANSA ECONOMIC DEVELOPMENT GIS PROJECT <br />This Memorandum of Understanding is made and entered into between the City of <br />Colton and the County of San Bernardino as stipulated below. <br />WHEREAS, the County of San Bernardino, through the Department of Economic <br />and Community Development (ECD) is developing the Economic Development Geograph- <br />ic Information System (EDGIS) for the Agua Mansa Enterprise Zone (AMEZ) and the San <br />Bernardino International Airport and Trade Center (SBIATC) and surrounding project area; <br />and, <br />WHEREAS, the economies of the Counties of San Bernardino- and Riverside have <br />experienced a direct and significant adverse impact due to military base closures and <br />downsizing of the defense industry, are now additionally threatened with impending base <br />realignment, and continue to experience unemployment higher than in other portions of <br />Southern California; and, <br />WHEREAS, the Agua Mansa Enterprise Zone and. San Bernardino International <br />Airport and Trade Center are designated as regional employment generators providing a <br />basis for industrial job development for surrounding communities and areas; and, <br />WHEREAS, the objectives of the EDGIS are to expand job supply in the Inland <br />Empire by providing quick access to existing information on industrial land to prospective <br />site users, thereby facilitating business attraction, expansion and retention; and, <br />WHEREAS, the EDGIS is intended to be a public-private effort to create an inter- <br />active database and user-friendly query software which provides quick access to detailed <br />public information on industrially zoned sites and facilities within the project area for <br />private and public sector users; and, <br />WHEREAS, the EDGIS database and software will be accessible at an office of <br />each participating jurisdiction, and will provide various user -requested maps, descriptive <br />characteristics and reports portraying industrial land data made available through this <br />system; and, <br />WHEREAS, convenient availability of a common database is expected to streamline <br />the permit process and facilitate economic development, benefiting the private sector and <br />each participating jurisdiction through cumulative increases in jobs and revenues; and, <br />WHEREAS, once developed, the software and prototype area database will be <br />provided without charge to each participating jurisdiction for initial use and refinement <br />pending expansion of the system to other areas of San Bernardino and Riverside Counties; <br />and, <br />WHEREAS, the EDGIS application will encompass lands within the responsibility <br />of the following joint powers agencies and local jurisdictions Agua Mansa Enterprise Zone <br />and San Bernardino International Airport and Trade Center project area: Agua Mansa <br />Industrial Growth Association (AMIGA), the Inland Valley Development Authority <br />(IVDA), the San Bernardino International Airport Authority (SBIAA), the Counties of San <br />
