R-29-95 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING THE COUNCIL MEETINGS <br />MANUAL OF PROCEDURE TO LIMIT TIME OF COUNCIL <br />MEETINGS AND TO ESTABLISH A MANDATORY TIME <br />OF ADJOURNMENT AT 10:30 P.M. <br />WHEREAS, the rules and regulations that control the conduct of City Council meetings <br />in the City of Colton are set for in the "Council Meetings Manual of Procedure;" and <br />WHEREAS, the Council Meetings Manual of Procedure contains no time limit on the <br />duration of City Council meetings; and <br />WHEREAS, the City Council of the City of Colton has recently experienced <br />extraordinarily lengthy City Council meetings extending for five or more hours at a time; and <br />WHEREAS, Council meetings that continue for extraordinary lengths of time result in <br />poor decision making on the part of councilmembers due to fatigue; and <br />WHEREAS, citizens who attend City Council meetings also experience extraordinary <br />fatigue when such meetings extend beyond reasonable time limits; and <br />WHEREAS, the City Council has determined that it is in the best interests of the City <br />of Colton that a limitation be established on the time of City Council meetings, including a <br />mandatory time for adjournment, so that the City's business may be conducted properly by <br />individuals who are alert and responsive to the matters coming before them and so that the <br />public may participate during reasonable hours in the business of government. <br />
