1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, it is the responsibility of the voters in Los Angeles County and in Orange <br />County and other public agencies experiencing financing difficulties unrelated to transit issues <br />to address their own self-imposed financial difficulties by first taxing or otherwise imposing <br />financial burdens on residents of those communities; and <br />WHEREAS, diversion of TDA funds from transit agencies will result in an undue burden <br />on transit riders because transit agencies will be required to increased fares in order to keep <br />transit operations solvent even though such agencies already have substantially increased transit <br />fares in recent years; and <br />WHEREAS, many rural counties that use TDA funds to match capital grants will be <br />unable to obtain necessary capital funds; and <br />WHEREAS, the diversion of capital funds to bus operations to cover the loss in TDA <br />funds will result in slowed construction of the rail transit network in Southern California, and <br />will, in several cases, absolutely terminate work on further extensions resulting in increased auto <br />travel leading to further traffic congestion and air pollution, potentially leading to failure to <br />comply with federal air quality conformity requirements. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON HEREBY <br />RESOLVES AS FOLLOWS: <br />The City of Colton adamantly opposes use of Transportation Development Act funds for <br />the purpose of solving financial difficulties in Los Angeles County, Orange County or any other <br />public agency unrelated to transit issues specifically contemplated in the Transportation <br />Development Act. <br />
