Vernon Avenue which serves as a major thoroughfare within the <br />Project Area and links the Project Area with other areas of the <br />City and therefore will be used by residents and occupants of the <br />Project Area who rely on the provision of civic cultural, <br />educational and recreational services by the City; and <br />WHEREAS, in addition to the lack of public facilities <br />and open space the Project Area presently suffers from a high <br />degree of impaired investments and depreciated values which <br />-3- <br />
