Smith - Approve and Adopt the Third Amendment to the <br />Employment Agreement with William R. Smith as City Manager, and Approve Resolution R-18-21, <br />Amending the Resolution of Benefits for Executive Staff Members to Reflect Provisions of this <br />Amendment, as Necessary, RESOLUTION NO. R-18-21. <br /> <br />Staff Presentation <br />City Attorney Campos presented for Council consideration an overview of the agenda item and requested <br />approval of staff’s recommendation. <br /> <br />Public Comment <br />The following community members addressed the Council: Annette Lira (electronic correspondence); Natalie <br />Brown; and Freddy Diaz (telephone communication). <br /> <br />Motion and Second by CM González/MPT Cisneros to approve adopt Resolution No. R-18-21. <br />Vote: Motion carried with CM Echevarria absent. <br /> <br />(1) Urgency Ordinance - Moratorium on Warehouses, Distribution Centers, Truck Storage Facilities and <br />Related Uses - AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, ESTABLISHING A TEMPORARY 45-DAY MORATORIUM ON THE <br />ESTABLISHMENT, EXPANSION, OR MODIFICATION OF WAREHOUSES, DISTRIBUTION <br />CENTERS, TRUCK STORAGE FACILITIES AND RELATED USES THAT ARE LOCATED, <br />WITHIN THE CITY OF COLTON, ORDINANCE NO. O-03-21. <br /> <br />Staff Presentation <br />Director Tomich presented for Council consideration an overview of the agenda item and requested approval of <br />staff’s recommendation. <br /> <br />Public Comment <br />The following community members addressed the Council: Eddie Rivera; Amber Vasquez; Amy Vasquez; <br />Alfonso Sanchez; Bill Quisenberry; Efrain Lopez; and Darby Osnaya (electronic correspondence); Jonathan <br />Shardlow; Bill Blankenship; Marvin Norman; Richard Zaragoza; Ana Gonzalez; Alex Zamora; Alma Marquez; <br />Jayson Baiz; Thomas Ruiz; Joseph Quezada; Jose Garcia; Pamela Lemos; Jacob Kleespies; and Richard Licerio <br />(telephone communication). <br /> <br />Council Discussion <br />Discernment and discussion between Mayor and Councilmembers present, with clarification provided by staff: <br />Director Tomich. <br /> <br />Motion and Second by CM Suchil/CM González to read by title only and approve Urgency Ordinance No. O- <br />03-21. <br />Vote: Motion carried with CM Echevarria absent. <br /> <br />7:16 p.m. – Councilmember Suchil recused himself from the meeting due to a conflict of interest; he is <br />precluded from considering this item as a member of the body, by virtue of his ownership of property within <br />500 feet of the project site related to the item before Council.
