2021 MAY 04 CC/CUA/CPFA/CHA MEETING 4 - <br /> <br />(2) Litton-Bostick Subdivision - Options for City Council - Litton-Bostick Subdivision Appeal - Options for <br />City Council Action (Project: DAP-001-378; Appeal: DAP-001-689) RESOLUTION NO. R-29-21. <br /> <br />Staff Presentation <br />Director Tomich presented for Council consideration an overview of the agenda item and requested approval of <br />staff’s recommendation; Council determination of one of the following: Alternative 1, Uphold the Appeal and <br />deny the Project Alternative 2, Uphold the Appeal (in part), deny the current version of the Applications as <br />approved by the Planning Commission, but retain City Council jurisdiction and authorize the Applicant to <br />resubmit revised Applications or Alternative 3, Deny the Appeal and uphold Planning Commission approval of <br />Applications; upon selection of Alternative to adopt and approve Resolution No. R-29-21. <br /> <br />Public Comment <br />The following community members addressed the Council: (electronic correspondence) Suzie Castillo; (telephone <br />communication) Pamela Lemos; Erika Perez; Celeste Carlos; Cathleen Kittel; Richard Zaragoza; Rebecca <br />Gallegos; Robert Kittle; Linda Miranda; Scott McKhann; Isaac & Regina Suchil; and Shari Blackwell <br /> <br />Motion and Second by CM González/MPT Cisneros to approve and adopt Resolution No. R-29-21 (Alternative <br />2) with corrections as outlined by City Attorney Campos on said Alternative 2. <br />Vote: Motion carried with CM Echevarria/absent; CM Suchil/absent – conflict of interest; CM <br />Koperski/abstained as not in attendance on discussion and determination of initial appeal. <br /> <br />8:00 p.m. – CM Suchil returned to the meeting. <br /> <br />*************************************************************************** <br />Public Comment <br />The following community members addressed the Council: Rebecca Gallegos; and Freddy Diaz (telephone <br />communication). <br /> <br />*************************************************************************** <br />CONSENT CALENDAR <br />Mayor Navarro presented the Consent Calendar Items 4 through 11. <br /> <br />Councilmembers present selected items for discussion and clarification by staff: CM Suchil, Item 7; will be <br />voting NO. <br /> <br />Motion and Second by CM González/CM Suchil to approve consent calendar Items 4 through 11; with CM <br />Suchil voting NO on Item 7. <br />Vote: carried with CM Echevarria absent. <br /> <br />(4) Minutes - Approval of Minutes for the City Council Regular Meeting Held on April 20, 2021, on file in <br />the Office of the City Clerk. <br /> <br />(5) Warrants - Approve replacement check 191574 dated 4/21/21; US Bank voucher dated 3/19/21 totaling <br />$40,832.81; voucher numbers 191575 to 191655 dated 04/07/2021 and totaling $1,729,672.65; voucher <br />numbers 191656 to 191724 dated 04/08/2021 and totaling $162,029.53; voucher numbers 191725 to <br />191831 dated 04/15/2021 and totaling $303,453.21; and payroll disbursement listing dated 03/20/2021 <br />to 04/02/2021 and totaling $829,633.62. <br />
