None disclosed. <br /> <br />APPOINTMENTS <br /> Appointment - D3 Code Compliance & Housing Appeals Board - Forrest Marion John III <br />Mayor Navarro presented for consideration by Mayor and Council members present to appoint Forrest Marion <br />John III to the Code Compliance & Housing Appeals Board for District 3. <br />Full consensus by Mayor and Council; no objection; so ratified. <br /> <br />MAYOR AND COUNCIL DISCUSSION ITEMS <br /> <br /> Discussion and Direction to Staff Regarding the Upcoming Redistricting Process. <br /> <br />Staff Presentation <br />City Manager Smith introduced the item for discussion allowing the City Council to provide direction to staff, <br />pertaining to the Redistricting Process, in association with the 2020 Census and 2022 City Election. <br /> <br />Assistant City Attorney William Smith, BB&K, presented an overview of the staff report provided to City <br />Council to determine in the event the 2020 Census resulted in redistricting of the set district map as voted by the <br />residences at the November 6, 2018, Measure “R”. Also presented for final direction was a “process memo” <br />which outlined the responsibilities and timelines in taking the necessary steps, depending upon which process <br />the City follows: Overview of Options and Important Substantive Rules. <br /> <br />Council Discussion <br />Discernment and discussion between Mayor and Councilmembers present, with clarification provided by staff: <br />Assistant City Attorney William Priest. <br /> <br />Direction to Staff <br />Five members (MPT Cisneros/Koperski/Echevarria/Suchil/Mayor Navarro) of City Council by consensus preferred <br />the following option to follow in reviewing and potentially adopting an updated map: <br /> <br />Option #1b – City Council Handles Process <br />City Council conducts public hearings, solicits public input, and adopts final electoral district map by <br />ordinance; the elected members of the City Council retains final authority on which maps to consider and which <br />to adopt. <br /> <br />
