GIFT DISCLOSURES Mayor Navarro asked the members present if there were any agenda items that were a conflic t of interest pursuant to CMC Section 2.04.030. None disclosed. AB 1234 ORAL REPORTS Mayor Navarro asked the members present if there were any brief reports on meetings attended at the expense of the City. (GC Section 53232.3(d). None disclosed. APPOINTMENTS  Appointment - D3 Code Compliance & Housing Appeals Board - Forrest Marion John III Mayor Navarro presented for consideration by Mayor and Council members present to appoint Forrest Marion John III to the Code Compliance & Housing Appeals Board for District 3. Full consensus by Mayor and Council; no objection; so ratified. MAYOR AND COUNCIL DISCUSSION ITEMS  Discussion and Direction to Staff Regarding the Upcoming Redistricting Process. Staff Presentation City Manager Smith introduced the item for discussion allowing the City Council to provide direction to staff, pertaining to the Redistricting Process, in association with the 2020 Census and 2022 City Election. Assistant City Attorney William Smith, BB&K, presented an overview of the staff report provided to City Council to determine in the event the 2020 Census resulted in redistricting of the set district map as voted by the residences at the November 6, 2018, Measure “R”. Also presented for final direction was a “process memo” which outlined the responsibilities and timelines in taking the necessary steps, depending upon which process the City follows: Overview of Options and Important Substantive Rules. Council Discussion Discernment and discussion between Mayor and Councilmembers present, with clarification provided by staff: Assistant City Attorney William Priest. Direction to Staff Five members (MPT Cisneros/Koperski/Echevarria/Suchil/Mayor Navarro) of City Council by consensus preferred the following option to follow in reviewing and potentially adopting an updated map: Option #1b – City Council Handles Process City Council conducts public hearings, solicits public input, and adopts final electoral district map by ordinance; the elected members of the City Council retains final authority on which maps to consider and which to adopt.
