2021 MAY 18 CC/CUA/CPFA/CHA MEETING 4 - <br /> Discussion and Possible Direction to Staff Pertaining to the Implementation of Term Limits for Elected <br />Officials. <br /> <br />Staff Presentation <br />City Manager Smith introduced the topic of term limits for City Councilmembers, and provide direction to staff; <br />this is a follow-up to initial City Council discussion at the council meeting of October 20, 2020. <br /> <br />Assistant City Attorney William Smith, BB&K, presented an overview of the staff report provided to City <br />Council to discuss the possible enactment of term limits on Mayoral and City Council service in the City of <br />Colton; the staff report provides an overview of the law as well as possible policy options for enacting term <br />limits in the City of Colton. <br /> <br />California Government Code Section 36502(b) authorizes a general law city to limit the number of terms an <br />elected Mayor and/or City Council members may serve; State law outlines two principal rules: <br /> A local term limits measure must be ‘prospective’. <br /> A local term limits measure requires voter approval. <br /> <br />The wording of a term limits measure is largely left to local policy, subject to voter approval; in the case of a <br />Council-sponsored measure, the City Council would ultimately propose the final language to present to Colton <br />voters at a June or November 2022 election. <br /> <br />Council Discussion <br />Discernment and discussion between Mayor and Councilmembers present, with clarification provided by staff: <br />Assistant City Attorney William Priest; and City Manager Smith. <br /> <br />Concern and clarification included three year term with a two year cooling off period; combination Mayor vs. <br />Councilmember; referred to timeline outlined for a November 2022 Ballot Measure; and recommended to return <br />for final discussion and/or action after Mid-Year Budget Review (January or February 2022); <br /> <br />Direction to Staff <br />With no objection Mayor Navarro gave direction to staff to continue the item and return with a staff report that <br />included information suggested by City Council; to return for final discussion and/or action after Mid-Year <br />Budget Review (January or February 2022); <br /> <br />*************************************************************************** <br />PUBLIC HEARINGS <br /> <br /> (1) Fee Update - Community Services Department Fees <br /> <br /> TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO APPROVE AND ADOPT A <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON UPDATING THE MASTER <br />FEE SCHEDULE FOR SERVICES PERFORMED BY THE COMMUNITY SERVICES <br />DEPARTMENT, RESOLUTION NO. R-45-21. <br /> <br />Mayor Navarro declared the Public Hearing open. <br /> <br />City Clerk Padilla submitted the Notice of the Public Hearing (on file in the City Clerk’s Office) and there were no <br />reports of protests or objections thereto. <br /> <br />Staff Presentation
