Page No. 25 <br />POLICY NO. 15 <br />ESTABLISHMENT AND RE-ESTABLISHMENT OF CREDIT <br />A. Establishment of Credit - Residential Service <br />Each Applicant will be required to establish credit. If one or more of the <br />following conditions are satisfied, credit will be deemed established. <br />1. If Applicant has been a Utility Customer for one year or more within the <br />past two years with an acceptable payment record, which indicates no <br />delinquent disconnections of service. <br />2. If Applicant makes a cash deposit to secure payment of bills for service <br />as prescribed in the rule relating to deposits. <br />3. By having a satisfactory credit report provided to the City by a City <br />approved credit reporting service. A fee for credit reports will be added <br />to the customer turn on charge unless the customer meets "1" above . <br />4. No deposit is required for owner requested service for "clean and show" <br />for a period less than thirty (30) days. <br />5. A Certificate of Occupancy will be required on new buildings prior to <br />establishing service. <br />6. By providing credit information satisfactory to the City. <br />B. Establishment of Credit - General Service <br />Each Applicant will be required to establish credit. If one or more of the <br />following conditions are satisfied, credit will be deemed established. <br />1. If Applicant has been a Utility Customer for a similar type of service <br />for one year or more within the past two years with an acceptable payment <br />record, provided that the periodic bill for such service was equal to at <br />least 50% of that estimated for the new service, and, provided further <br />that the credit of the applicant is unimpaired in the opinion of the <br />Utility. <br />2. If Applicant provides a surety bond or a Certificate of Deposit in lieu <br />of a cash deposit as prescribed in the rule relating to deposits. <br />3. If Applicant makes a cash deposit to secure payment of bills for service <br />as prescribed in the rule relating to deposits. <br />4. A Business Occupancy Permit will be required on new buildings prior to <br />establishing service. <br />5. By providing credit information satisfactory to the City. <br />C. Re -Establishment of Credit - All Classes of Service <br />1. An Applicant who previously has been a Customer of the Utility and whose <br />service has been discontinued by the Utility during the past twelve <br />months of that prior service because of nonpayment of bills, shall be <br />required to re-establish credit by depositing the amount prescribed in <br />the section covering deposits, and by paying bills due. <br />ISSUED BY <br />Thomas K.
