The population shift between Districts 2, 3 and 4 is the same as with Map <br />Option 1. However, more population is shifted between Districts 1 and 2. Through this, the <br />map achieves a total deviation of less than 1%, at .52%, or near equal population balance. As <br />with Map Option 1, this map draws all four districts with majority/minority Hispanic voter <br />representation.
