Dependents are defined as spouse and/or any qualified legal dependent. <br />Section 5. Retirement — Social Security. In the event the City and its employees <br />are required to participate in the Federal Social Security Program, the contribution designated <br />by law to be the responsibility of the employee shall be paid in full by the employee and the <br />City shall not be obligated to pay or "pick up" any portion thereof. <br />Section 6. Medicare. Confidential Group employees hired by the City on or after <br />April 1, 1986 shall be required to pay the designated employee contribution to participate in <br />the Medicare Program, and the City shall be under no obligation to pay or "pick up" any such <br />contributions. <br />e Section 7. Health Insurance. Effective January 1, 2004, the city converted to a <br />Section 125 Cafeteria Plan. Under the cafeteria plan, all participating Confidential Group <br />10 employees will receive a monthly cafeteria allowance increase as follows: <br />11 <br />• First full month following approval of resolution by City Council: increase by $41_67 <br />12 ($1,141.67/month) <br />• First full pay period in July 2022: increase by an additional $41.67 ($1,183 34/month) <br />13 • First full pay period in July 2023 increase by an additional $41.66. ($1,225 00/month) <br />14 <br />The Deputy City Clerk and the Human Resource Specialist(s) were former members of the <br />15 Teamsters General Employees Association and received an increase of $41.67 in September of <br />2021 with the new 2021-2025 Teamsters General Employees Association MOU. Therefore <br />I6 these classifications are not eligible for another first contribution of $41.67 "effective first pay <br />I7 period after council adoption" of this Confidential compensation and benefit resolution. They <br />are eligible for all other cafeteria allowance increases as a member of the confidential <br />18 employee group. In addition, supplemental insurance opportunities will be provided in order <br />for employees to purchase supplemental medical insurance and childcare coverage through pre- <br />19 tax dollars. <br />11 The cafeteria allowance is established by the City Council. Any changes made to the cafeteria <br />21 allowance shall be provided to the Confidential Group employees, as is required under IRS <br />22 Section 125 Hiles and regulations. <br />23 Employees who provide the City with satisfactory proof of alternate group health coverage <br />comparable to the City's offered health insurance plans can decline, in writing, coverage on the <br />24 City's medical insurance plans. The alternative health coverage must meet all requirements of <br />25 the Affordable Care Act (ACA) and related regulations for an eligible Opt -Out Arrangement. <br />In those instances where the employee's medical insurance premium is less than the City's <br />26 monthly contribution, the difference between said cafeteria dollar amounts shall be provided in <br />the form of bi-monthly cash disbursements (payable 24 times per year).
