R 109-99 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />APPROVING AN AGREEMENT REGARDING THE LEASE AND <br />MANAGEMENT OF THE HERMOSA GARDENS CEMETERY <br />WHEREAS, the City of Colton presently owns and operates the municipal cemetery located <br />in the City of Colton known as Hermosa Gardens Cemetery (Hermosa); and <br />WHEREAS, the staff members currently maintaining the grounds at Hermosa are funded in <br />the General Fund Parks Division Budget and not the Cemetery Enterprise Fund; and <br />WHEREAS, the Cemetery Enterprise Fund showed a deficit balance of $312,467.80 as of <br />June 30, 1999; and <br />WHEREAS, on March 2, 1999, the City Council authorized the issuance of a document <br />requesting proposals ('RFP") from qualifying firms to manage, operate, maintain, develop, sell <br />internment rights and cemetery merchandise at Hermosa Gardens Cemetery; and <br />WHEREAS, a qualifying firm, Inland Memorial and Burial Society responded to the RFP, after <br />which a draft agreement was prepared by the City Attorney incorporating the service <br />requirements as established in the RFP; and <br />WHEREAS, the service requirements as established in the RFP would cause specific <br />improvements to be made at Hermosa that will benefit the public; and <br />WHEREAS, the draft agreement was reviewed by the "evaluation team" as established by <br />the RFP. The team consisted of two members of the City Cemetery Commission and staff. The <br />
