V 2( 2'. 2! 2: 2, 21 21 2' 21 pedestrian movement and safety between the project area and the multi -family rental housing neighborhood which is situated outside of the project area approximately 1000 feet to the south of the intersection of Washington Avenue and Reche Canyon Road. Improvement (13) The indicated segment of Reche Canyon Road (a main arterial road providing street traffic circulation to the project area from the south) is presently in a substandard condition and poses an obstruction to efficient traffic movement; construction of this public improvement will eliminate substandard roadway conditions and enhance vehicle traffic circulation and efficiency. Section 6. The City Council hereby finds and determines that the community does not ly have funds available to initiate the installation and construction of any of the Public ement Projects unless the available proceeds of the Santa Ana River Bond Account are used applied by the Agency to pay for the cost of the installation and construction of the Public Projects and that no other reasonable means of financing the cost of construction of � Public Improvement Projects is available to the City at the present time. Accordingly, the i Council hereby consents to the use and application of the available balance of the funds of Agency held in the Santa Ana River Bond Account to pay for the cost of each of the Public irovement Projects in accordance with the provisions of Section 7 of this Resolution. Section 7. In consultation with the City Engineer the Agency is hereby authorized and to cause public works improvement plans and specification to be prepared and completed the earliest feasible time for each of the Public Improvement Projects in sufficient detail to the requirements of the Public Contract Code and other applicable law relating to the T/0001/DOC/296 18/99 1:15 j� - 6 -
