The installation and construction of each of the Public Improvement Projects <br />identified in Section 2 subparagraphs (3),(4),(5), and (13) shall occur at locations which are <br />)utside of the redevelopment project boundaries of the Santa Ana River Redevelopment Project. <br />rhe City Council hereby finds and determines that each such Public Improvement Project shall <br />a benefit to the Santa Ana River Redevelopment Project for the following reasons: <br />Improvement <br />s (3) and (4) The indicated approximately 2000 foot segment of Washington Avenue is <br />part of the main arterial road providing street traffic <br />Improvement <br />(5) <br />circulation ingress and egress through the project area from <br />both the east and the west. The installation of the center <br />median barrier and landscaping improvements will enhance <br />traffic circulation efficiency and safety and will serve as an <br />element of community design which will help buffer the <br />residential character of the neighborhoods to the north of <br />Washington Avenue inside the redevelopment project area <br />from this main vehicle traffic arterial road. The completion <br />of these traffic circulation improvements will compliment <br />the previously installed median improvements on <br />Washington Avenue inside the redevelopment project area. <br />The indicated segment of Reche Canyon Road is the main arterial <br />road providing street traffic circulation ingress and egress to <br />the project area from the south; this street segment lacks <br />sidewalk improvements and is in a substandard condition; <br />construction of the sidewalk improvements will enhance <br />28lrOLT/0001/DOC/296 <br />1 1/18/99 1:15 j� - 5 - <br />
