1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />21 <br />22 <br />23 <br />24 <br />251 <br />Section 4 That victims of stolen vehicles or those whose vehicles were <br />impounded as a result of injured or ill drivers shall be exempt from paying said <br />service fees when their vehicles are released from impound; <br />Section 5 That the Police Chief may, in the exercise of his discretion forego, or <br />excuse the service fee when deemed appropriate; <br />Section 6 That the City Manager is hereby authorized to review and propose <br />adjustments to said fee annually or as costs of service increase; <br />Section 7 That a special fiind for the purpose of receiving and expending fees <br />collected the impoundment of vehicles under California Vehicle Code Sections <br />22651 (h)(1), (h)(2), (o)(1), (p), 22655.3, 22655.5 (a) & (b), 14602.6 (a), and <br />14607.6 (a) shall be known as the Vehicle Impound Traffic Enforcement Program <br />(VITEP); <br />Section 8 That the appropriation of all monies in the Vehicle Impoundment <br />Traffic Enforcement Program ('Fund") shall be made exclusively for the purpose <br />of the Vehicle Impound Traffic Enforcement Program. The Vehicle Impoundment <br />Traffic Enforcement Program shall include the enforcement of, education for, and <br />prosecution of a suspended or revoked driving privilege, unlicensed driver, and <br />persons driving under the influence of alcohol and/or drugs; <br />Section 9 That expenditures shall include, but not be limited to, purchase of <br />equipment, contractual services, material and supplies, any technology necessary <br />to prosecute to case, and personnel costs, specifically provided to the Vehicle <br />Impoundment Traffic Enforcement Program, <br />3 <br />
