To this end, the provisions of this Resolution are declared to be <br />severable. <br />SECTION 5: The City Council hereby finds and determines that it can be seen with <br />certainty that there is no possibility that this Resolution may have a significant adverse effect <br />on the environment. Thus, the adoption of this Resolution is exempt from the requirements of <br />the California Environmental Quality Act (Public Resources Code §§ 21000 et SeMc .)
