R-30-01 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON ADOPTING A MITIGATED NEGATIVE DECLARATION <br />FOR AND APPROVAL OF AN AMENDMENT TO THE <br />CIRCULATION ELEMENT OF THE CITY OF COLTON GENERAL <br />PLAN TO RECLASSIFY "H" STREET BETWEEN 9TH AND 10TH <br />STREETS AS A "SERVICE OR FRONTAGE" STREET AND TO <br />MODIFY THE WIDTH OF 10TH STREET BETWEEN "G" STREET <br />AND VALLEY BOULEVARD TO INCLUDE A SPECIAL PARKING <br />SECTION AS PART OF THE FIRST GROUP OF GENERAL PLAN <br />AMENDMENTS FOR 2001: FILE INDEX NUMBER DGVS-91-00. <br />WHEREAS, local governments are authorized by Government Code Section <br />65350 et sem., to prepare, adopt and amend general plans; and <br />WHEREAS, the proposed amendment to the Circulation Element of the City of <br />Colton General Plan ("Amendment") initiated and prepared by the City of Colton for the <br />area generally bounded by "G", 9th, and 10th Streets and Valley Boulevard ("Subject Site") <br />to reclassify "H" Street between 9th and 10th Streets as a "Service or Frontage" Street <br />with a width of 28 feet curb face to curb face and to relocate the centerline to the north a <br />distance of 16 feet and to modify 10th Street by widening the right-of-way from 60 feet to <br />80 feet with an approved special section containing 60 degree angled parking, implements <br />the overall policies and goals of the general plan and leaves the general plan internally <br />consistent; and <br />WHEREAS, the proposed Amendment was sent to affected public entities for their <br />review and comment; and <br />WHEREAS, the Amendment was reviewed, studied, and found to comply with the <br />California Environmental Quality Act ("CEQA") as more fully described below; and <br />WHEREAS, on January 9, 2001, January 23, 2001, February 13, 2001, February <br />27, 2001, and March 27, 2001, the Planning Commission of the City of Colton ("Planning <br />Commission") conducted duly noticed public hearings on the Amendment at which time <br />
