2. <br />31 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />all persons wishing to testify in connection with the Amendment were heard and the <br />Amendment was fully studied; and <br />WHEREAS, on or about March 27, 2001, the Planning Commission adopted <br />Resolution No. R-02-01 recommending adoption of the mitigated negative declaration for, <br />and approval of, the Amendment; and <br />WHEREAS, the City Council of the City of Colton ("City Council") held a duly <br />noticed public hearing on April 17, 2001, at which time all persons wishing to testify in <br />connection with the Amendment were heard and the Amendment was fully studied; and <br />WHEREAS, all other legal prerequisites to the adoption of this Resolution have <br />occurred. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CIY COUNCIL OF THE <br />CITY OF COLTON: <br />SECTION 1. Based on the entire record before the City Council and all written <br />and oral evidence presented, the City Council finds the Amendment promotes the goals <br />and objectives of the General Plan and leaves the General Plan a compatible, integrated, <br />and internally consistent statement of policies for the following reasons: <br />A. The Amendment is integrated and compatible with the Land Use Element <br />in that it provides an appropriate orientation and relationship between land uses within and <br />adjacent to the Subject Site, and promotes orderly development beyond the Subject Site's <br />boundaries because it maintains an acceptable level of service for vehicle circulation on <br />"H" and 10`h Streets, provides adequate traffic and pedestrian circulation for surrounding <br />residential, commercial and office businesses, and it establishes additional parking <br />facilities for uses within and surrounding the Subject Site. <br />B. The Amendment is integrated and compatible with the Circulation Element <br />in that the density and distribution of uses within the Subject Site will generate traffic <br />which is anticipated and provided for in the Circulation Element because the <br />reclassification of "H" Street between 9th and 10th Streets as a "Service or Frontage" <br />Street with a reduced width of 28 Feet curb face to curb face provides adequate capacity to <br />carry the foreseeable traffic in the area, and the modification of 101h Street to increase the <br />Pa <br />
