The Amendment is integrated and compatible with the Safety Element in <br />that it provides an appropriate land use distribution and orientation which protects the <br />community from unreasonable risks associated with seismic, geologic, flood, and wildlife <br />hazards because the Subject Site is not located within or near any hazard zones, therefore, <br />the community will be protected from all unreasonable risks associated with seismic, <br />geologic, flood, and wildfire hazards. <br />H. The Amendment is integrated and compatible with the Air Quality Element <br />in that it provides for uses that are consistent with and promote the adopted goals and <br />policies for a coordinated effort to reduce pollutants and particulate emissions because the <br />Amendment will not generate any odors or generate significant adverse air quality impacts <br />at the subject site. The applicant is required to utilize the most technically advanced <br />construction equipment to minimize construction -related emissions at the Subject Site. <br />SECTION 2. A Mitigated Negative Declaration and an Initial Study of <br />environmental impacts have been prepared for the proposed Amendment in accordance <br />with the California Environmental Quality Act (CEQA) and the state CEQA Guidelines. <br />SECTION 3. Findings on Environmental Impacts. Based on the Mitigated <br />Negative Declaration, the initial study, the administrative record, and all written and oral <br />evidence presented to the City Council, the City Council finds that all environmental <br />impacts of the Amendment are either insignificant or can be mitigated to a level of <br />insignificance pursuant to the mitigation measures outlined in the Mitigated Negative <br />Declaration and the initial study. The City Council further finds that there is no <br />substantial evidence in the record supporting a fair argument that the Amendment may <br />result in significant environmental impacts. The City Council finds that the Mitigated <br />Negative Declaration contains a complete, objective, and accurate reporting of the <br />environmental impacts associated with the Amendment and reflects the independent <br />judgment of the City Council. <br />SECTION 4. The City Council further finds and declares that the Amendment <br />will not result in any changes to the following resources: (A) riparian land, rivers, streams, <br />watercourses and wetlands; (B) native and non-native plant life and the soil required to <br />sustain habitat for fish and wildlife; (C) rare and unique plant life and ecological <br />communities dependant on plant life; (D) listed threatened and endangered plants and <br />animals and the habitat in which they are believed to reside; (E) all species listed as <br />El <br />
