The Amendment is integrated and compatible with the Housing Element in <br />that it provides for development consistent with the existing and projected housing needs <br />of the community and region because it provides adequate circulation facilities for area <br />residents in order to stimulate future housing growth and to accommodate existing <br />residences. The proposed project will contribute to the economic development of the <br />downtown area and will stimulate housing growth which is consistent with and provided <br />for the by the Housing Element. <br />D. The Amendment is integrated and compatible with the Conservation <br />Element in that it provides uses which promote the orderly conservation, development, <br />and utilization of natural resources because the Amendment will allow the renovation of <br />an existing vacant hotel and through the utilization of modem technological building <br />components, natural resources will be conserved within the Subject Site, and the orderly <br />conservation and advanced development of the Subject Site will be promoted. <br />E. The Amendment is integrated and compatible with the Open Space <br />Element in that it provides for uses that are consistent with and promote the adopted goals <br />and policies for preserving and managing open space within the City because the <br />Amendment does not negatively impact any open space, but on the contrary, will actually <br />increase additional landscaping areas above what is currently available at the Subject Site. <br />The additional landscape areas will provide hotel guests and local residents with the <br />opportunity to enjoy the outdoors and help to promote the adopted goals and policies for <br />maintaining open space within the City. <br />F. The Amendment is integrated and compatible with the Noise Element in <br />that it provides a pattern of land uses that minimizes the exposure of community residents <br />to excessive noise because the Amendment will allow an existing hotel to be renovated <br />with the most modem technological building techniques in order to minimize the exposure <br />of community residents to excessive noise. The Conditions of Approval require the <br />applicant to comply with the noise standards established by local ordinance or state law. <br />K <br />
