DRAFT <br />CITY OF COLTON <br />CITY ENGINEER <br />DEFINITION: <br />Under the administrative direction of City Manager, plans, manages, oversees and directs the <br />operations and services of the Public Works Department, which will include managing all <br />aspects of Public Works services including technical engineering services and general <br />administration, streets, equipment maintenance; supervises and participates in the development, <br />administration and evaluation of public facilities and engineering programs; coordinates Public <br />Works services with other City departments or outside agencies. <br />DISTINGUISHING CHARACTERISTICS: <br />The City Engineer is the top management level class responsible for overseeing all aspects of <br />Public Works projects including technical engineering services and development and capital <br />improvement projects. This classification is distinguished from the next lower classification of <br />Assistant Public Works Director by its full and overall management responsibility for <br />engineering, organizational and operational services of the department. <br />SUPERVISION EXERCISED: <br />Exercises direct supervision over professional, technical, clerical and volunteer staff. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />• Accept full responsibility for all Public Works Department activities and services including <br />engineering services, activities associated with streets, buildings, and equipment <br />maintenance. <br />• Serve as a technical advisor to the City Manager, City Council and department heads <br />concerning public facilities, engineering proposals and programs. <br />• Confer with the City Manager, department heads, outside agencies and engineers on policies, <br />programs, procedures and long-range capital improvement programs. <br />• Plan, direct and review the construction, operation and maintenance of the City's traffic <br />control systems, streets, sanitation and recycling facilities and equipment. <br />• Review proposed development and capital improvement projects. <br />• Develop, implement and maintain Public Works Department goals, objectives, policies and <br />priorities for appropriate service areas; ensure that established goals and priorities are <br />achieved. <br />• Oversee the selection, training and evaluation programs for all Public Works Department <br />personnel; provide or coordinate staff training; identify and resolve staff deficiencies; execute <br />discipline and/or termination procedures. <br />• Manage and coordinate the development of the Public Works Department budget; monitor <br />and approve expenditures; advise appropriate department personnel on budget matters; make <br />adjustments to the budget as is necessary. <br />• Present, justify and defend departmental programs, operations and activities; negotiate and <br />resolve controversial department issues. <br />
