Based on the entire record before the City Council, all written <br />and oral evidence presented to the City Council, and the findings made in this Resolution, the <br />City Council of the City of Colton hereby amends the General Plan land use designation for <br />the Subject Site, as set forth in Exhibit "A", from "Business Park" to "Industrial Park" <br />("General Plan Amendment"). <br />SECTION 2. Based on the entire record before the City Council and all <br />written and oral evidence presented to the City Council, the Council finds the General Plan <br />Amendment promotes the goals and objectives of the General Plan, and each element thereof, <br />and leaves the General Plan a compatible, integrated, and internally consistent statement of <br />policies. In accordance with the City of Colton General Plan, the proposed land use <br />classification provides for land uses that are adequately buffered and which do not adversely <br />affect surrounding residential, office, educational or commercial land use. (See Colton <br />General Plan, p. 2-19.) Most of the existing infrastructure improvements in this area are in <br />place so that once the Subject Property is developed it will be adequately served by <br />surrounding public streets. Moreover, designating the Subject Property from a business park <br />use classification to an industrial park land use classification will not affect the availability of <br />land to meet the region's housing needs, since the property was not designated for, nor <br />intended for, residential uses. Finally, development of the Subject Property in accordance with <br />the goals and standards of the general plan, as well as the development standards of the <br />underlying zoning designation will assure that development of the subject site is compatible <br />with the goals and standards of other general plan elements. <br />SECTION 3. The City Council has determined the proposed General Plan <br />Amendment is in the public interest because it provides additional opportunities for industrial <br />development and employment opportunities for Colton residents. <br />SECTION 4. In considering this General Plan Amendment, the City Council <br />has considered the housing needs of the region and balanced those needs against the public <br />service needs of the residents and available fiscal and environmental resources. <br />-2- <br />
