CITY OF COLTON <br />HUMAN RESOURCES MANAGER <br />DEFINITION: <br />Under the direction of the Assistant City Manager, plans, manages, oversees, coordinates and <br />participates in the operations and services of the Human Resources Division, which will include <br />oversight of recruitment and selection, labor relations, contract negotiations and benefits <br />administration; coordinates department activities with other City divisions, departments or <br />outside agencies. <br />DISTINGUISHING CHARACTERISTICS: <br />The Human Resources Manager is the top management level classification within the Human <br />Resources Division and is responsible for managing the human resource services for the City. <br />This classification is distinguished from other classifications within the personnel class series by <br />its full and overall management responsibility for human resource services within the City. <br />SUPERVISION EXERCISED: <br />Exercises direct supervision over professional, technical, and clerical staff. <br />ESSENTIAL FUNCTIONS: (include but are not limited to the following) <br />• Accept full management and administrative responsibility for all Human Resources Division <br />activities and services including activities associated with recruitment and selection, labor <br />relations, contract negotiations and benefits administration. <br />• Develop, implement and maintain Human Resources Division goals, objectives, policies and <br />priorities for appropriate service areas; ensure that established goals and priorities are <br />achieved. <br />• Plan and coordinate the Human Resources Division work plan through appropriate <br />department staff; assign work activities and responsibilities to appropriate department <br />personnel; review and evaluate work methods and procedures; identify and resolve problems <br />and/or issues. <br />• Review and evaluate service delivery methods and systems including administrative and <br />support systems and internal relationships; identify opportunities for improvement and <br />implement changes to standard operating procedures to enhance services. <br />• Make recommendations for revisions and maintain the City Administrative Policy/Personnel <br />Administration Manual. <br />• Oversee the selection programs for Citywide personnel; recommend employee training; <br />execute discipline and/or termination procedures. <br />• Serve on the City Management negotiation team in the negotiation process with employee <br />organizations, perform research, data collection and maintain records; provide staff assistance <br />to the city Manager's Office. <br />• Advise the Assistant City Manager on procedural processes relating to the grievance <br />procedure, disciplinary actions and other personnel procedures. <br />
