SUMMARY OF PROPOSED CHANGES TO THE CITY <br />OF COLTON CONSOLIDATED COMPENSATION <br />RESOLUTION FOR THE EXECUTIVE UNIT <br />This document contains a summary of the modification to the wages, hours and other <br />terms and conditions of employment of City of Colton Executive Unit members. These <br />modifications shall be incorporated into a Consolidated Compensation Resolution upon <br />the approval of the City Council of the City of Colton and ratification by the Unit and <br />will be placed into effect upon the adoption of the necessary ordinances and resolutions <br />by the City Council, if acceptable to them, in accordance with the terms and conditions <br />hereinafter set forth. <br />ARTICLE I <br />SECTION 1: EXECUTIVE MANAGEMENT POSITIONS: The City agrees to <br />modify the recognized positions to eliminate the position of Human Resource Director <br />and the position of Public Works Director and move the Assistant Finance Director to the <br />Mid Manager Unit. The City agrees to modify the recognized positions to add the Public <br />Services Manager, Human Resources Manager, City Engineer, Assistant City Clerk, <br />Assistant Electric Utility Director, and Executive Assistant. <br />ARTICLE II <br />SECTION 1: SALARY: <br />Language referring to the current merit pay plan will be revised and replaced with the <br />following: The City will implement the results of a current in-house salary survey of the <br />"Hayhurst" comparable cities for department head positions at 95% of the survey results, <br />effective August 8, 2001. The City will contract with a qualified entity to conduct a <br />citywide salary survey prior to July 1, 2002. Effective July 1, 2002, the results of the <br />new study will be implemented for all Executive Unit Members (staff & appointed <br />officials) by this Consolidated Compensation Resolution for the Executive Unit. For <br />appointed officials and staff who initially do not receive any salary adjustment as of <br />August 8, 2001, a retroactive adjustment to that date, will be made if the "new" <br />compensation study indicates these positions were actually "underpaid" compared to <br />market as of that date. <br />SECTION 3: RETIREE'S HEALTH INSURANCE: Language referring to <br />retiree's health insurance benefits will be revised and replaced with language as <br />appropriate when Ca1PERS health plan is implemented for existing members of the unit. <br />SECTION 7: CITY VEHICLE/AUTOMOBILE ALLOWANCE: Existing <br />language will be replaced with the following: Those members of the Executive Unit who <br />were receiving a monthly auto allowance of $400 per month on or before July 1, 2001 <br />will instead have the $400 per month combined with salary. Auto allowance for <br />Executive Management (Staff) positions no longer exists with adoption of this <br />Resolution. Members affected by this change will maintain a mileage log and submit <br />actual City business mileage used in a personal vehicle for reimbursement as a non- <br />taxable lump sum.
