Based on the entire record before the City Council, all <br />written and oral evidence presented to the City Council, and the findings made in this <br />Resolution, the City Council of the City of Colton hereby amends the General Plan <br />land use designation for the Subject Site, as set forth in Exhibit "A" attached hereto <br />and incorporated herein by reference, from "Commercial (General Commercial)" to <br />"Low Density Residential" ("General Plan Amendment"). <br />SECTION 2. Based on the entire record before the City Council and all <br />written and oral evidence presented to the City Council, the Council finds the General <br />Plan Amendment promotes the goals and objectives of the General Plan, and each <br />element thereof, and leaves the General Plan a compatible, integrated, and internally <br />consistent statement of policies. In accordance with the City of Colton General Plan, <br />the proposed land use classification provides for a compatible mix and arrangement <br />of land uses, promotes development in a manner consistent with the availability of <br />infrastructure and encourages development of cohesive and complete <br />neighborhoods (See General Plan Land Use Objective No. 2 (pp. 2-12) and General <br />Plan Land Use Principle No. 2 (pp.2-22). The Subject Site is located in the northwest <br />area of the City. This area is already primarily developed with single family <br />residential housing. Approval of this general plan amendment would continue to <br />promote a compatible mix and arrangement of land uses and continue the residential <br />land use patterns established in this neighborhood. Moreover, designating the <br />Subject Site from a commercial land use classification to a residential land use <br />classification will increase the availability of land to meet the region's housing needs <br />and will be consistent with the goals and policies of the City's Housing Element. <br />SECTION 3. The City Council has determined the proposed General <br />Plan Amendment is in the public interest because it provides additional residential <br />development opportunities for Colton residents. <br />RIVPLJB/DRD/617732 2 <br />
