CITY OF COLTON ASSISTANT WASTEWATER UTILITIES MANAGER DEFINITION: Under direction from the Wastewater Utilities Manager provides assistance in the direction and supervision of the of all activities in the Wastewater Utilities Divisions four subdivisions; Treatment Plant Operations and Maintenance, Pre - Treatment Program, Collection Systems Operations and Maintenance and Stormwater Operations and Maintenance. DISTINGUISHING CHARACTERISTICS: The Assistant Wastewater Utilities Manager is in the management level class, which is responsible for assisting in direction of all activities of the wastewater treatment plant maintenance, operations, pretreatment programs, sewer line and Stormwater operations and maintenance. This classification is distinguished from the next higher class of Wastewater Utilities Manager in that the latter has overall responsibility for the Wastewater Utility Division. SUPERVISION EXERCISED: Exercises direct and functional supervision over all Wastewater, Collection and Stormwater Division staff. ESSENTIAL FUNCTIONS: • Accept management responsibility for assisting in all activities, operations and services of the Wastewater Utility Division including budget, administration, development and operations. • Assist in coordinating the selection, orientation, training and evaluation programs of the Wastewater Utility Division personnel: coordinate workflow and assignments; identify and resolve staff deficiencies; evaluate staff performances and fulfill discipline procedures. • Assist in overseeing and/or participate in the development and implementation of Wastewater Utility goals and objectives. • Assist in development of the Wastewater Utility budget; suggest necessary funds for staffing supplies, and resolve budgetary issues with appropriate staff as needed. • Assist in planning, coordinating and review of work plans for new and assigned projects which may include water reclamation facilities upgrades, collection systems upgrades construction and renovation projects and staff and organization development; provide administration and technical support to division staff. • Propose, present and justify divisional programs, projects and operations to the Wastewater Utility Manager. • Assist in the coordination of divisional activities with other divisions and departments of the city. • Assist in providing technical support to the Wastewater Utility Division and other departments; assist in conducting financial, organizational and operational studies.
