CITY OF COLTON <br />ASSISTANT WASTEWATER UTILITIES MANAGER <br />DEFINITION: <br />Under direction from the Wastewater Utilities Manager provides assistance in the <br />direction and supervision of the of all activities in the Wastewater Utilities <br />Divisions four subdivisions; Treatment Plant Operations and Maintenance, Pre - <br />Treatment Program, Collection Systems Operations and Maintenance and <br />Stormwater Operations and Maintenance. <br />DISTINGUISHING CHARACTERISTICS: <br />The Assistant Wastewater Utilities Manager is in the management level class, <br />which is responsible for assisting in direction of all activities of the wastewater <br />treatment plant maintenance, operations, pretreatment programs, sewer line and <br />Stormwater operations and maintenance. This classification is distinguished from <br />the next higher class of Wastewater Utilities Manager in that the latter has overall <br />responsibility for the Wastewater Utility Division. <br />SUPERVISION EXERCISED: <br />Exercises direct and functional supervision over all Wastewater, Collection and <br />Stormwater Division staff. <br />ESSENTIAL FUNCTIONS: <br />• Accept management responsibility for assisting in all activities, operations and <br />services of the Wastewater Utility Division including budget, administration, <br />development and operations. <br />• Assist in coordinating the selection, orientation, training and evaluation programs <br />of the Wastewater Utility Division personnel: coordinate workflow and <br />assignments; identify and resolve staff deficiencies; evaluate staff performances <br />and fulfill discipline procedures. <br />• Assist in overseeing and/or participate in the development and implementation of <br />Wastewater Utility goals and objectives. <br />• Assist in development of the Wastewater Utility budget; suggest necessary funds <br />for staffing supplies, and resolve budgetary issues with appropriate staff as <br />needed. <br />• Assist in planning, coordinating and review of work plans for new and assigned <br />projects which may include water reclamation facilities upgrades, collection <br />systems upgrades construction and renovation projects and staff and organization <br />development; provide administration and technical support to division staff. <br />• Propose, present and justify divisional programs, projects and operations to the <br />Wastewater Utility Manager. <br />• Assist in the coordination of divisional activities with other divisions and <br />departments of the city. <br />• Assist in providing technical support to the Wastewater Utility Division and other <br />departments; assist in conducting financial, organizational and operational studies. <br />
