2022 MAY 03 CC/CUA/CPFA/CHA MEETING 3 - <br />AND DETERMINING THE ORDINANCE TO BE EXEMPT FROM CEQA. (FILE INDEX NO. DAP- <br />001-723), ORDINANCE NO. O-01-22. <br /> <br />Mayor Navarro declared opened the continued Public Hearing. <br /> <br />City Clerk Padilla submitted the Notice of Continuance of the Public Hearing (on file in the City Clerk’s Office) <br />and there were no reports of protests or objections thereto. <br /> <br />Staff Presentation <br />Director Tomich, Development Services, and Mario Suarez, Planning Manager, presented for Council an <br />overview of the agenda item and requested approval of staff’s recommendation. <br /> <br />Public Comment <br />The following community members addressed the Council: Celeste Carlos and Scott McKhann. <br /> <br />Motion and Second by CM Suchil/González to close the public hearing. <br />Vote: Motion carried with CM Suchil voting NO. <br /> <br />Motion and Second by MPT Koperski/Mayor Navarro to waive full reading, read by title only and introduce <br />Ordinance No. O-01-22. <br />Vote: Voting NO: CM Cis/Gon/Ech/Suc; Voting YES: CM Tor/MPT Kop/Mayor Nav <br />MOTION FAILED <br /> <br />Direction to Staff <br />Explanation of the obligation to have an ordinance in place to comply with SB9. <br />Include definitive verbiage as it relates to high fire areas in the City of Colton. <br />Explain the timeline for the City of Colton to be in compliance. <br /> <br />(2) Change of Zone - Residential Overlay (R-O) Zone <br /> <br /> TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO INTRODUCE BY TITLE <br />ONLY AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON TO AMEND <br />SECTION 18.06.020 (OFFICIAL ZONING MAP) TO ADD RESIDENTIAL OVERLAY (R-O) TO <br />AN EXISTING M-1 (LIGHT INDUSTRIAL) ZONE ON PROPERTY LOCATED AT 300 WEST <br />CONGRESS STREET (APN 0163-272-01) IN THE CITY OF COLTON AND MEASURING <br />APPROXIMATELY .27 ACRES IN AREA (FILE INDEX NO. DAP-001-722), ORDINANCE NO.
