EXHIBIT A <br />THE CITY OF COLTON MEMORANDUM OF <br />UNDERSTANDING BY AND BETWEEN THE SAN <br />BERNARDINO PUBLIC EMPLOYEES ASSOCIATION <br />(SBPEA) MID MANAGER EMPLOYEES UNIT <br />AND THE CITY OF COLTON <br />This document contains a summary of the modification to the wages, hours and other <br />terms and conditions of employment of City of Colton SBPEA Mid Manager Employees <br />Unit members which have been negotiated pursuant to Government Code Section 3500, <br />et seq. Which is generally referred to as the Meyers-:Millias-Brown Act. These <br />modifications shall be incorporated in a Memorandum of Understanding (MOU) upon the <br />approval of the City Council of the City of Colton and ratification by the Association and <br />will be placed into effect upon the adoption of the necessary ordinances and resolutions <br />by the City Council, if acceptable to them, in accordance with the terms and conditions <br />hereinafter set forth. <br />I. TERM OF AGREEMENT: The City agrees to extend the current agreement <br />expiring June 30, 2003, for a two-year period ending midnight June 30, 2005. <br />II. SALARY: The City will provide to all unit employees a base salary increase <br />effective July 1, 2003 and July 1, 2004 based upon the change in the consumer <br />price index (CPI) as of April of each year (the most recently published data). <br />The proposed amendment to the Mid -Manager Employees MOU should keep <br />future salary and benefit increases in line with market conditions and cover the <br />cost of 2.7% @ 55. <br />III. RETIREMENT: The City agrees to implement the 2.7% @ 55 Ca1PERS plan <br />and the Mid -Manager Employees Unit will pay the 4% cost as follows: <br />1% on January 1, 2003 <br />Additional -- 1.5% on July 1, 2003 <br />Additional -- 1.5% on July 1, 2004 <br />IV. HEALTH INSURANCE: The City agrees to increase the monthly health <br />insurance allowance by $50 on July 1, 2003 and by another $50 on July 1, 2004. <br />V. OPTICAL REIMBURSEMENT: The City agrees to increase the amount of <br />optical reimbursement calculating the biennial rate of $300 for employees and <br />$200 for eligible dependents. <br />VI. LONGEVITY PAY: The City agrees to eliminate the 2% longevity pay as a <br />separate component on July 1, 2003 and incorporate same into base salary. <br />SBPEA Mid Manager MOU Amendment exp 063005 <br />10129/2002 <br />
