That there is a need in the community for more of the types of Uses Permitted by the <br />zone,: in that the proposed changes are would allow a 20 unit an acre residential apartment <br />project in compliance with Development Standards of Title 18 (Zoning 'Code) of the. <br />City's Municipal Code. The proposed project under the same case number also provides <br />a five unit apartment project that complies with Title 1.8 of the City's. Municipal Code as. <br />conditioned in Planning Commission Resolution No. R-07m;22.. <br />3. That the proposed change of zone would not adversely affect the surrounding area or <br />the consinunity in general, in. that the proposed Residential Overlay (R-O) Zone is <br />consistent with surrounding residential neighborhood that includes home with one to two <br />story.stiliewres. The scale and. design of the five unit apartment project provides private <br />and. common open space that complies with City Code. All off .streetparking and setback: <br />requirements are. in compliance. with. Title 18 (Zoning. Code). <br />SECTION 3. The City Council hereby adopt the Ordinance, in substantially the form <br />Attached liereto as. Exhibit "A," as. amended, which. is incorporated by reference. <br />SECTION 4. The City Council :of the City of Colton, in accordance With the California <br />EnviroDmental Quality Act, has found that the project will not have a significant impact on the <br />environment and is Categorically Exempt from CEQA under Article 19, Section .15332,. Class 32 <br />(Infill Development) of the.CEQA Guidelines. This section pertains to the proposed project which <br />does not rise to a level of significant environmental impact and will not be detrimental to the Health <br />and welfare of the surrounding neighborhood and the. Planning Commission hereby finds that: <br />o The project is consistent with the applicable generalplan designation and all.applicable <br />general plan policies.as well as with applicable. zoning designation and regulations, in <br />that the proposed projecthas. demonstrated compliance with all zoning code requirements <br />and the following General Plan Land Use Policies: <br />Land Use Element <br />r Policy LU-8.6• Require. that multi. -family residential developinent a►ad major <br />subdivisions include amenities such ascommon open. space or community facilities, in <br />-2- <br />
