To this end, the provisions of this Resolution are declared to be severable. <br />SECTION 5: The City Council hereby finds and determines that it can be seen <br />with certainty that there is no possibility that this Resolution may have a significant adverse effect <br />on the environment. Thus, the adoption of this Resolution is exempt from the requirements of the <br />California Environmental Quality Act (Public Resources Code § 21 000e seg.) ("CEQA") pursuant <br />to Section 15061(b)(3) of the CEQA Guidelines. Staff is directed to file a Notice of Exemption with <br />the San Bernardino County Clerk's Office within five (5) working days of the adoption of this <br />Resolution. <br />SECTION 6: This Resolution shall become effective immediately upon its adoption. <br />PASSED, APPROVED, AND ADOPTED, this 2nd day of April, 2002. <br />ATTEST: <br />�Z&- Au,.O-� <br />CAROLINA P.
