I proposed Application proposes sign structures that interfere with the scenic quality ofa <br />2 215 and are not in harmony with nor compatible with the physical character of the <br />3 environment and surrounding properties; and <br />4 2. Special circumstances are not applicable to the Subject Site, including its size, <br />5 shape, topography, location and surroundings, such that the strict application of the <br />6 zoning ordinance deprives the Subject Site of the privileges enjoyed by other <br />7 properties in the same vicinity and zone. <br />8 B. The City Council makes the following findings in accordance with Colton <br />9 Municipal Code Section 18.58.060 as follows: <br />10 1. The Application is not in accord with the general plan, the objectives of the <br />11 zoning ordinance and the purposes of the zone in which the site is located. The <br />12 proposed Application proposes sign structures that interfere with the scenic quality ofa <br />13 215 and are not in harmony with nor compatible with the physical character of the <br />14 environment and surrounding properties. Moreover, the proposed signs are not <br />15 consistent with the height limitations for signs contained in the City's Municipal Code; <br />16 and <br />17 2. The proposed Application, together with the conditions applicable thereto will <br />18 be detrimental to the public health, safety or welfare, or materially injurious to <br />19 properties or improvements in the vicinity of the Subject Site because it <br />20 proposes the construction of overly obtrusive sign structures in an area that is <br />21 saturated with such signs.
