To this end, the provisions of this. <br />Resolution are declared to be severable. <br />SECTION 5s The City Council hereby finds and. determines that it.can be.seen. <br />with certainty that there is no possibility that this Resolution may have a significant <br />.adverse effect on the environment. Thus, the adoption of this Resolution is exempt <br />from the requirements of the California Environmental Quality Act (Public Resources <br />Code §§ 21000 et seq.).
