1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, the alternative funding required for the Project 3-5 storm drain <br />improvements have not been collected or committed for this project; thereby, delaying the <br />construction of these essential improvements; and <br />WHEREAS, the lack of adequate and effective storm drain improvements to serve the <br />property within Project 3-5 has created significant flooding problems within the City of Colton, <br />predominately in the west end through no fault of the City; and <br />WHEREAS, the flooding problem is often exacerbated by new development occurring in <br />neighboring jurisdictions; such as, the cities of San Bernardino and Rialto, and the County of San <br />Bernardino; and <br />WHEREAS, the City Council of the City of Colton desires to seek additional funding to <br />resolve these drainage issues; <br />BE IT NOW THEREFORE RESOLVED AS FOLLOWS: <br />1. The City Council is committed to addressing the serious flooding problems <br />occurring in the west end portion of the City of Colton. The City Council recognizes that <br />the flooding in these areas can be at such a magnitude as to be a serious threat to the <br />health, safety, and general welfare of the citizens in the City of Colton, through no fault <br />of the City. The City Council believes that the most effective way of resolving the <br />flooding problem in these areas is to diligently pursue the implementation and <br />Page 2 <br />
