In order to achieve the goals expressed in this resolution, the City Council
believes the following actions need to be taken: City staff should continue to work with
neighboring jurisdictions; such as, the cities of San Bernardino and Rialto, and the
County of San Bernardino in order to implement standardized storm drain development
fees that would be allocated to fund the construction of the Project 3-5 storm drain
improvements, and any other improvements that will benefit the properties within the
Bernardino County Food Control Study Zone 2.
• City staff should diligently pursue other funding options for the Project 3-5
storm drain improvements, including funds and grants available at the local,
state, and federal level. Specifically, the City of Colton should pursue the
securing of federal funds, working in conjunction with the cities of San
Bernardino and Rialto, and the County of San Bernardino. It is essential that
the three above mentioned local governmental agencies work with and
support the City of Colton in the preparation of a formal Federal Grant
for these flood control needs.
• City staff should forward this resolution to the cities of San Bernardino and
Rialto, and the County of San Bernardino for their approval, and for their
subsequent support of the City of Colton's efforts to secure alternative
funding.
Page 3
